Department Overview Responsible for establishing department the policies and procedures policies that govern the ordering and review of consultant prepared due diligence. Manages the engagement process for consultant prepared Plan & Cost Reviews, Property Condition Assessments, and Construction Progress Inspection reports. Reviews Plan & Cost Reviews, Property Condition Assessments and Construction Progress Inspection reports for accuracy and quality. May be called upon to periodically perform inspections and/or coordinate with outside architects and engineers who may be used on a contract basis to perform complex and large-scale inspections. Reviews with the Construction Loan Supervisor construction loan draw requests based on the results of inspections on an as-needed basis. Manage department workflow and assigns tasks to employees. Responsible for documenting the quality of work performed by employees through the completion of quality control reviews and ensuring internal reviews meet minimum performance standards. Responsible for managing list of approved vendors and maintaining quality of all construction related due diligence. Where issues related to real estate funding guidelines arise, works directly with the Manager of the Real Estate Loan Administration and Lending/Credit Officers to resolve issues or conflicts in a timely fashion. Recommends to the Line of Business corrective action for structural, mechanical, or site defects identified in inspection reports. The department engages approved vendors through the use of the RIMS platform. Although no prior knowledge of RIMS is required, a working knowledge is necessary following the provided training. Job Description The Risk Manager II is responsible for managing the creation, implementation and validation of various risk segmentation strategies including, but not limited to: adjudication, exposure management, risk segmentation, and financial return optimization. The Risk Manager II provides critical information, interpretative, and detailed analysis, and deploys critical credit risk rational strategies that ensures the decisions are made within the TD risk appetite and adhere to all governmental requirements and guidelines. The Risk Manager II investigates, creates, implements and validates various risk segmentation strategies and policies. Generally an expert at the enterprise or group business level. Acts as the primary regulatory interface on risk issues and requirements for a key business segment of the Bank and assesses and provides direction for existing and new regulations. Interfaces with teams beyond risk in a cross-functional manner. Represents business on corporate initiatives and identifies key risks and implications and provides direction in complex situations. Requirements Bachelor's degree required; Graduate degree preferred or progressive work experience in addition to experience below 10+ years' experience required Proficient PC skills in MS Office and a variety of PC-based analytical and reporting software packages Experience with the use of Relational Databases and the process of Extract Transform Load (ETL) using common languages such as SQL or SAS Working knowledge of SAS Enterprise Miner, FICO Model Builder or Angoss Knowledge Seeker Strong analytical and problem solving skills are required to interpret data and draw conclusions Flexibility to adapt to rapidly changing requirements Extremely strong attention to detail with ability to manage a range of tasks and prioritize Proven ability to develop and maintain productive business/peer relationships Superb written and verbal communication skills Experienced in developing and presenting recommendations to Senior Management
