leader will globally establish across GWS Enterprise Accounts &
Project Management, the strategic approach to HSE management and
governance and "duty of care" best practices and governance
framework to provide targeted products, services, expertise, and
enabling CBRE and HSE to be more effective in achieving stated
objectives and solidifying CBRE's industry reputation. The role is
responsible for developing and driving key projects and initiatives
which improve the global CBRE organization and the effect it has on
its clients and people. It will work within CBRE to lead the
creation and delivery of solutions including migrating them to the
"business as usual" operations ensuring the correct reporting and
governance is in place and continuous improvement as
appropriate.ESSENTIAL DUTIES AND RESPONSIBILITIESCollaborate with
key stakeholders across Lines of Business, functional partners and
GWS Senior Leadership to create and execute a HSE strategic plan
and associated programs that will positively impact company culture
and overall performance and is in alignment with business
objectives, operational needs, capital planning, resource staffing
and budgeting.Develop and implement strategic and program
governance structure enabling engagement of, and agreement from key
stakeholders, integration into all lines of business, and
efficiencies across all functions.Lead directly and indirectly a
team of senior level subject matter experts in the development and
execution of the following key responsibilities globally, allowing
for flexibility for local regulatory, cultural or infrastructure
differences.Propose, develop, align, partner, implement and
maintain strategic programs, standards and initiatives that align
HSE and CBRE's strategic plan and business objectives.Determine and
monitor key metrics and KPIs to drive culture and operational
excellenceProvides expertise and knowledge to oversee the
development, implementation and continual improvement of HSE
strategies, management system and programs across the GWS
organization.Provide the formalized governance structure, and
change management process for new and existing programs that will
be implemented globally. Ensure stakeholder analysis is executed
for new GWS structure for implantation, buy-in, business
compatibility and global communication.Develop, implement and
manage global HSE systems and procedures as the designated
Management Representative and ensure the necessary programs are in
place to reduce risk and minimize environmental impacts.Monitor,
evaluate and recommend improvements to the HSE systems and ensure
the integrations of risk programs have associate pipeline flows
into technology platforms and associated training programs for
global programs.Ensure HSE training is in accordance with business
needs and has the right balance of global consistency and local
requirements.Utilize available data from various sources to
identify trends and potential insights through correlating
different sources of data and drive improvement
opportunitiesEstablish assessment program to identify systemic gaps
and opportunities, develop and oversee corrective and preventive
measures to sustain compliance with regulatory, industry standards
and CBRE requirements.Create and oversee the GWS HSE training
strategy and determine training objectives and needs through needs
assessment (compliance, company requirements and industry
standards) and in close coordination and consultation with
operations management, HSE leaders, and senior
managementCollaborate with support functions and lines of business
to develop a training matrix for all positions that is beyond
compliance and drives culture and performance in all service
linesDevelop and oversee the governance for transitioning in new
accounts.Research and partner with external organizations, leverage
industry trends and internal knowledge to bring innovative and
leading initiatives and technologies to CBREPartner with support
partners to understand available and proposed technology within
CBRE corporate and GWS; utilize available technology to increase
efficiencies and achieve business objectives. Recommend product
features and capabilities to address key issues.Provide leadership
and guidance for the establishment of efficient methods to manage
workplace risk and oversee the development and implementation of
safer alternatives.Coordinate and ensure the development of global
processes, policies and procedures for identification and control
of risks across the business.Work with internal and external
experts on ideas and solutions to improve CBRE GWS' service
offerings to make us the market leader in the safe delivery of our
services and the range of services we offer. All balanced within
the context of what the business needs are. that will help to bring
safer alternatives to high risk activities within GWS operations
globally.Develop and report to Senior Leadership on suite of
leading and lagging indicators to facilitate continuous improvement
in HSE performance.Build strong internal relationships to actively
reinforce and promote HSE.Work in partnership with leadership,
LOB's and HSE professionals.Other duties may be assignedSUPERVISORY
RESPONSIBILITIESManages the planning, organization, and controls
for a major functional area. Responsible for a mix of direct and
matrix reports. Leads and supports staff in areas of staffing,
selection, training, development, coaching, mentoring, measuring,

values.QUALIFICATIONSTo perform this job successfully, an

EXPERIENCEBachelor's degree required. A minimum of 5 years of
related experience (with an HSE degree / certification), or a
minimum of 10 years of related experience (in the absence of any of
the above degrees / certification).Direct work experience
interacting with regulatory agencies and/or compliance officers is
required.Working knowledge of federal, state and local health and
safety, and environmental regulations is required.Experience
working in any one or multiples of the following is essential:
Chemical processing and refining environments, manufacturing, food
processing, pharmaceutical / biotechnology, construction, heavy
industry, and facility maintenance and management.CERTIFICATES
and/or LICENSESAs required by local authority (if required):
Certified Safety Professional (CSP), Certified Industrial Hygienist
(CIH), Certified Hazardous Material Manager (CHMM), Occupational
Health and Safety Technician (OHST) - PreferredCOMMUNICATION
