Description Position at MTA Construction & Development This
position is eligible for telework , which is currently one day per

Broadway HOURS OF WORK: 8:30 AM to 5: 0 0 P M or as required
(7.5HR/ DAY ) HAY POINTS: 954 SALARY RANGE: $129,018 to $175,651
DEADLINE: Open Until Filled S ummary A Senior Technical Specialist
3 will demonstrate their ability to work independently and in a
team , a nd manage and succeed in a fast-paced technical
environment. This candidate will have a proven ability to a nalyze
situations accurately and reach effe ctive decisions based on
informed judgment and consultation. Responsibilities Typical job
duties may include: Assists in leading a team involved in the
concept, design, modification, analysis , and delivery of MTA
C&D projects. Acts as a team lead in the coordination of
detailed design phases for all aspects of MTA Signal and Train
Control designs . Provides expertise to resolve complex technical
issues. Under limited supervision, perform moderately complex
signal design; supervise the development of plans and
specifications for new or modified signal systems; and inspect
installations of advanced train control and signaling technologies.
Prepares, reviews , and/or approve s proposals, contracts , or cost
estimates. Negotiates revisions, changes , and additions to
contractual agreements with sub-consultants and clients. Assists
the Project Management team through creative problem - solving
during interactions with Agency Owners and by completing tasks to
meet the project schedule. Provides technical inspection support
and oversight on active construction projects. Reviews the work of
peers and communicates constructive feedback. Works with the
Project Management team for project reviews, change procedures, and
commercial and project control updates. E ducation and Experience
Bachelor of Science degree in an appropriate technical discipline
or an equivalent subject. Various disciplines may include, but are
not limited to, Computer Science, Information Systems/Technology,
Computer, Communications, Electrical, Electronics, Signals, or
Systems Engineering/Technology. Must have a minimum of twelve (12)
years of related experience. Must have a minimum of six (6) years
in a managerial or supervisory role and/or project manager role in
a large, multi-faceted organization and/or with highly complex
systems. Competencies: Experience in designing moderately complex
railroad signal systems, particularly for major construction
projects or projects involving highly complex signaling systems .
Experience in supervising and inspecting the installation of
railroad signals; Experience in preparing plans and specifications
for railroad signal equipment or systems; Experience in railroad
power-operated signal engineering work , or in signal maintenance,
circuit designing, manufacturing , or installation supervision
Experience leading and managing designers, contractors,
subcontractors, and/or vendors. PMP or relevant technical
certifications are desirable. NYS Licensed Professional Engineer is
a plus. Demonstrated knowledge of applicable industry codes and
standards. Excellent communication and interpersonal skills.
Demonstrated ability to build relationships and work
collaboratively with stakeholders at all internal levels within the
organization to drive project/program outcomes. Demonstrated
ability to work in a high - profile, high - pressure environment
effectively. Must have focus and ability to deliver results,
organizational effectiveness, and continuous improvement. Must be a
proven leader as a change agent and creative/innovative thinker
with the ability to align business goals with solutions to drive
process improvements. Must possess excellent team - building ,
listening, problem - solving, and prioritization skills.
Proficiency in current design and engineering software and
Microsoft Office is required. An attitude and commitment to
actively participating in our employee culture is a must. Able to
multitask and be flexible/adapt to rapidly changing project
