Director of Examination Administration is responsible for ensuring
that all personnel examinations for NYCT/MTABC/MTABT hourly and
supervisory positions are conducted in a fair, equitable, and
compliant manner. This role exercises independent judgment in
managing complex examination administration activities, including
evaluation of vendor products and services, oversight of post-exam
processing, liaison duties with DCAS, and technology enhancement
initiatives. The Director leads the management of several million
dollars in annual exam fees, ensuring accurate accounting,
reconciliation, and transmission to DCAS. The role oversees all
post-exam activities such as seniority score calculations, list
creation, and distribution of both preliminary and finalized hiring
lists. This position maintains strict control of confidential exam
documents and ensures full compliance with Civil Service Law and
the DCAS Memorandum of Understanding. The Director also supports
the Exam Development team with administrative and office management
functions. Responsibilities: Lead and manage the Exam
Administration team overseeing testing for TA, OA, MTABC, and
B&T. Ensure fair, accurate, and consistent administration of
exams to up to 100,000 candidates annually. Allocate staff and
resources across multiple simultaneous projects. Oversee
accounting, reconciliation, and processing of electronic fees and
money orders in compliance with TA policies and DCAS MOU
provisions. Resolve fee discrepancies in collaboration with TA
Treasury, partner banks, BSC, and applicants. Manage the Chase fee
processing application, including refunds and issue resolution.
Oversee seniority score calculations and creation of preliminary
and final hiring lists. Coordinate list establishment with BSC and
DCAS and ensure timely list availability for hiring departments.
Evaluate vendor services for operational viability. Serve as SME
for exam administration technology enhancements and DCAS list
processes Manage high-volume candidate notifications and inquiries.
Oversee the Exam Information Center responsible for distributing
exam information and applications. Develop and implement procedures
and tools (IVR, email, digital channels) to improve public access
to exam information. Ensure secure handling, retention, scanning,
and quality control of over 180,000 confidential exam documents
annually. Monitor compliance with confidentiality and security
requirements. Coordinate with BSC on use and optimization of the
UCM system. Education and Experience: 1. A baccalaureate degree
from an accredited college or university in human resources,
business administration, public administration, or a related field
and ten (10) years of full-time related experience, and at least
five (5) years of which must have been in a managerial/supervisory
capacity; or 2. A satisfactory equivalent of education and
experience. Desired Skills: Experience in overseeing personnel
testing administration and customer service. Demonstrated ability
to interact with all levels of a large public sector organization.
Knowledge of NYC Civil Service Law, DCAS rules, and processes.
Familiarity with testing systems, data platforms, and psychometric
tools. Experience planning and managing large-scale events with
high participant volumes. Strong analytical and problem-solving
skills. Excellent written and verbal communication abilities.
Experience managing confidential documents and complex workflows.
Proven leadership capabilities with ability to manage shifting
