Primary Role
This is an intermediate and growing level of the job family where
employees are assigned responsibility for performing moderately
complex work solving a wider range of standard and non standard
problems and to continue to build their skills in gathering and
analyzing data concerning public utilities, and in reviewing
utility applications. In this role they work under moderate to
minimal supervision and may independently handle presentations at
public meetings, preparing exhibits and testimony, and may be
called upon to provide expert testimony in routine cases, or to
research a portion of a case and testify to the findings.
Certifications and Licenses
- Active State Driver's License required with the ability to pass
a motor vehicle report.
Key Accountabilities
- Research, monitor and track financial compliance & reporting
requirements ensuring complete and full understanding and adherence
of filing deadlines and submission requirements; serves as key
contact to internal and external colleagues regarding questions,
verifications and follow-up.
- Develop integrated revenue/expense analyses, projections,
reports, cost allocations and presentations.
- Create and analyzes monthly, quarterly, and annual reports and
ensure financial information has been recorded accurately and
completely.
- Identify trends and developments in competitive environments;
develop & deliver financial presentations as requested.
- Perform financial forecasting, financial modeling and trend
analysis.
- Drive "financial best practice" by assessing and measuring the
on-going effectiveness of existing business applications and
technologies, e.g. SharePoint; build and develop financial process
improvements.
- Partner and liaise with internal and external colleges and
functions to collect the individual pieces of data and information
required by required filings and/or reports.
- Assist in the formulation of corporate policies and procedures
and compliance with such policies and procedures.
- Complete special financial studies, e.g. cost of service
studies, return on equity, capital structure, depreciation, service
company costs and lead/lag.
- Support the execution of key financial targets and metrics
through the development and implementation of proactive dashboards,
measurements and variance analyses.
- Assist and/or Lead in the creation of complex spreadsheets,
supporting analysis of revenues, trends, declining usage, and all
other analytics supporting revenue process.
- Work with regional finance teams, operational representatives
and accounting to deliver effective analysis of results (plan,
forecast and actuals).
- Analyze integrated financial statement results, review
financial/operational metrics, prepare key performance variance
analysis and explanations, and assist in leading the budgetary
process.
- Prepare financial updates, including relevant analyses versus
prior periods and providing forecasts/budgets, examining associated
risk/opportunities.
- Support merger and acquisition activities with sophisticated
financial analysis and modeling, market and target company
research, due diligence, and coordination of activities with
internal and external colleagues.
- Provide financial support and analysis for business development
and strategic planning activities such as partnerships, strategic
alliances, joint ventures, reengineering projects and
divestitures.
- Perform cost/benefit analysis for projects and departments,
develop graphs, reports, dashboards, routine and ad hoc reports and
present reports and project results to management.
- Expedite reporting processes and analysis by combining and
analyzing data from disparate systems and processes and
interpreting trends and patterns in financial data sets.
- Work with internal stake holders, report requestors, and
management to solidify requirements, discuss interpretation of
reports, provide feedback, and propose actions for
improvement.
- Collaborate with other business areas to develop and maintain
financial planning activities including departmental budgets,
staffing models, and pricing models.
- Make recommendations to management regarding cost saving or
profit generating opportunities and profitability improvement
strategies.
- Recommend establishment of new or modified reporting methods
and procedures to improve report content and completeness of
information; identify trends and recommends business
improvements.
Knowledge/Skills
- Economic principles relating to utility rates and cost
analysis.
- Accounting concepts and understanding of analytical concepts
for financial analysis as well as US GAAP accounting
practices.
- Methodologies and practices of data collection, research
methodologies and of statistical and cost analysis.
- Business report writing, preparation and delivery of
presentations including oral testimony.
- Audit, review and analysis of business and financial
records.
- Execution and analysis using company business technologies and
computer simulation programs.
- Microsoft Office Suite (MS Word, PowerPoint,Excel) with
particular expertise in Microsoft Excel Advanced.
- Must have the ability to review data and make appropriate
decisions regarding public utility operations and to project future
costs.
- Direct knowledge and experience in the process of preparing and
filing rate cases, including all related and supporting
activities.
- Direct knowledge and experience of the revenue aspect of rate
case preparation.
- Fully understands complex regulatory accounting.
- Work directly with commission staff and prepare written and
oral testimony in the area of revenues.
- Ability to identify the need for and develop new financial
analysis requirements and models.
- Knowledge/Experience of ERP and CIS Systems (preferable
integrated platform).
Experience/Education
- Bachelor's degree(required) in economics, finance, accounting,
business or a closely related field or an equivalent combination of
education and experience, or equivalent combination of
undergraduate education and work experience that provides the
knowledge and exposure to the financial analysis of utility rates,
expenses, revenues and services and exposure to the fundamental
theories, principles and concepts of the field.
- Master's Degree or CPA preferred.
- Seven to nine years of pertinent financial experience including
specific experience in the regulated water/wastewater industry.
Travel Requirements
- Travel up to 15%.

employees are assigned independent responsibility for gathering and
analyzing data concerning public utilities and reviewing utility
applications and leading less experience colleagues.
